Impact Evaluation Report
The present document is the impact report of the project Malgaro Kor, launched with an objective of psychosocial support and facilitation to the target community in having access to the service providers, operating in the Swat. The parent donor of the project was UNHCR; the estimated budget for the project was 58 million PKRs. The project was initiated in April 2009. The target area for project was five union councils in Swat, but due to the significant outcomes and targets in the second quarter, two more centers psycho-social welfare centers were established in other areas, including Madyan and Shin.
The project had two main components, provision of psychosocial services to meet the psychological needs of the affected population, and a referral system was launched to help the community in locating and identification of other implementing partners providing different services in the form of food- items or non food- items. The following document represents the impact of the project on the target community. 2528 psychological cases were visited at six centers located in Ghaligay, Kotanai, Barikot, Shin, Madyan and Khawazakhela. The total number of referral cases for one year is 5607.
The primary beneficiaries of the project were the people of Swat, who were affected due to the militancy in the region and later floods in the month of July 2010.
The project will complete its one year in 15 Nov 2010, an impact evaluation report was carried out to assess the impact of project on the community, degree of the achievement of project goals, weaknesses, and identification of problems, future recommendations and lessons to be learnt.
A survey was carried out at the centers, to assess an overall impact of the project after its one year, period in the target union councils of Swat.
Two questionnaires were used to assess the effectiveness of the project, related to psycho-social services and referral mechanism. (See Annex –A & B)
The confidence interval for the survey was 10, and the confidence level was 95 % sample was selected according to the number of clients at each center.
The psycho- social questionnaire (Annex- A) had 10- items related to role of MK – on awareness related to psychological health, improvement in Psychological health after visiting MK –centers, coping ability with personal issues after visiting MK – centers, MK as a gender, age and special need sensitive project, importance of psychosocial service, existence or absence of MK, room for improvement in the project, extension of MK centers to other areas, positive influence of MK.
The referral mechanism questionnaire (Annex –B) had six questions which were designed to grab the following ideas, effectiveness of referral system, name of the organization to which the clients were referred, type of service or entertainment after getting referred from MK, difference between approaching the other donor agencies independently, and through MK, treatment by the “referred to organization” in the form of provision of aid or refusal and continuation of referral mechanism. It is be noted that a quarterly evaluation of the project was carried out in the month of April 2010, to evaluate the performance of the project, (see Annexure –C), which holds significant value as it was carried out before the devastation caused by floods, and it is assumed that the natural catastrophe has worsened the situation in the region due to the wide scale of material loss and human causalities. The results of the impact survey show that Makgoro – Kor UNHCR had been successful in leaving a positive impact on the lives of target community despite law and order uncertainties, and natural catastrophes this year. MK UNHCR had been assertive enough in generating a need and persuading the people to look after their psychological needs. Interviews held earlier and the results of the present survey clearly, show the positive impact of the project.
